FSMA PSR add-on: requirements for the US market

FSMA

The Food Safety Modernization Act (FSMA) is a comprehensive modification of the US food safety regulatory framework. The Produce Safety Rule (PSR) of the US Food and Drug Administration (FDA) establishes science-based minimum standards for the safe growing, harvesting, packing, and holding of fruits and vegetables grown for human consumption.

Additionally, FSMA requires specific practices to be implemented and followed for the production, handling, and import of food products through the Foreign Supplier Verification Programs (FSVP) for importers of food for humans and animals. The FSVP requires that importers perform certain risk-based activities to verify that food imported into the United States has been produced in a manner that meets applicable US safety standards, such as third-party audits and certification.

The FSMA PSR add-on

To support implementation efforts at producer level, the GLOBALG.A.P. portfolio offers an add-on to the Integrated Farm Assurance (IFA) standard for fruit and vegetables. The add-on addresses the requirements in the FSMA PSR and supports importers as a possible verification activity as part of their FSVP.

Audits conducted against GLOBALG.A.P. standards and add-ons are not a substitute for FDA or state regulatory inspections of compliance with FDA regulations, including the PSR. What's new?

The FDA has formally recognized IFA v5.4-1-GFS plus the FSMA PSR add-on v1.3 as aligned with the FSMA PSR requirements for fruit and vegetable producers supplying the US market. This comes after the add-on was updated to incorporate feedback which the GLOBALG.A.P. Secretariat received from the FDA after participating in their voluntary pilot program to evaluate the alignment of private third-party food safety standards.
