Quick Facts:

  • The Food Safety Modernization Act Produce Safety Rule (FSMA PSR) add-on is designed to be paired with the GLOBALG.A.P. Integrated Farm Assurance Fruit and Vegetables (IFA FV) standard.
  • The control points found in the FSMA PSR add-on are reviewed by a third party during the annual GLOBALG.A.P. IFA FV certification inspection.
  • When accompanied by IFA FV certification, the FSMA PSR add-on will aid producers in identifying FSMA requirements that must be addressed at the farm level.
  • The FSMA PSR add-on plus IFA FV certificates can be provided to retailers and other value-chain participants as evidence of a producer's efforts toward FSMA implementation.
  • Certification Bodies (CBs) are required to provide certificate holders with full IFA FV Audit Reports, FSMA PSR addon assessment reports, Non-Conformity Summaries and Corrective Action Reports.
  • As the Unites States Food and Drug Administration (FDA) is still reviewing elements of the FSMA PSR addressing microbial water quality, the GLOBALG.A.P. FSMA PSR add-on will not require conformance with FSMA-specific microbial water quality control points. These points are included as unscored recommendations.
  • The FSMA PSR add-on certificate is not an assurance or guarantee of FSMA compliance, as legal compliance can only be determined by a regulatory authority, such as the FDA.

What is FSMA?

The Food Safety Modernization Act (FSMA) is a comprehensive modification of the U.S. food safety regulatory framework. The FDA's Food Safety Modernization Act Produce Safety Rule (FMSA PSR) establishes science-based minimum standards for the safe growing, harvesting, packing, and holding of fruits and vegetables grown for human consumption.

Common questions that arise in the produce industry include what specific FSMA rules must a business comply with, when must a business comply, and how can a business show implementation of FSMA to the supply chain.
